The 18-month program, announced on August 12, focuses on projects from January 1, 2026, through July 4, 2027, and coincides with the nation’s 250th anniversary. Its primary emphasis is on digital systems, energy and power, along with core infrastructure sectors.

This $250 billion goal encompasses various financial activities, extending beyond mere direct loans or investments. Bank of America will include eligible primary-market lending, investments, capital markets transactions, and advisory services in its tally. Additionally, the initiative offers banking and supply-chain solutions for qualifying projects. Funding can support both corporate and asset-level projects, with the bank aiming to collaborate with public and private markets as companies seek capital for large-scale infrastructure initiatives.
Digital infrastructure is one of the three key categories in the program. Eligible projects include data centers, computing hardware, chips, equipment, telecommunications networks, and semiconductor infrastructure. Energy-related projects can involve traditional and renewable power generation, energy storage, and distribution systems. Core infrastructure spans transportation, electric and energy transmission, grid optimization, water systems, critical minerals, and mining. The bank stated that these sectors reflect increasing demand for computing capacity, energy, manufacturing, transportation, and diversified supply chains across the nation.

According to Bank of America, the program will mobilize capital through its global markets platform, advisory services, and balance sheet. Its Global Capital Solutions and Global Infrastructure & Sustainable Finance teams will oversee the efforts. All eight of the bank’s business lines will play a role in supporting the initiative. Jim DeMare, co-president of Bank of America, connected the project to infrastructure that underpins the economy, energy security, and technological progress. The bank anticipates that eligible transactions will contribute toward the $250 billion target within the program’s timeframe.
The initiative also emphasizes job creation and community development as key objectives. Bank of America highlighted that infrastructure financing can generate employment opportunities in construction, manufacturing, technology, and long-term operations. Projects such as data centers, power plants, transportation systems, and grid upgrades require workers during both construction and ongoing maintenance. The bank supports workforce training through partnerships with employers, nonprofit organizations, and community colleges. In 2025, it allocated nearly $40 million to more than 730 workforce development partners across U.S. markets.

These workforce partners estimate that in 2025, their programs helped connect over 90,000 individuals with employment opportunities. They also reported providing more than 290,000 people with access to training, education, and career-readiness initiatives. Bank of America clarified that these figures are separate from the infrastructure financing goal. Karen Fang, the bank’s global head of infrastructure and sustainable finance, noted that large infrastructure projects require financing across interconnected sectors. She also serves as co-head of Global Capital Solutions.
Progress will be tracked based on eligible activities completed during the 18-month period. The methodology aligns with that used for the bank’s existing $1.5 trillion, 10-year sustainable finance target. The new initiative specifically focuses on infrastructure development and modernization in the United States. Its July 4, 2027 end date extends the program by one year beyond the country’s 250th anniversary. The bank stated that the effort aims to support nationwide infrastructure, economic growth, job creation, and community development.
